The most
compelling reason not to include a batch plant or rock crushing in the
valley is provided in the Ogden Valley General Plan -- chapter 6. it
states that" heavy industrial uses are not compatible with the valley's
character."
As it stands now, the cement trucks and gravel trucks that come into
the valley now to deliver building material for construction, are
valley specific with their cargo, but that will change if the Rock
Crushing/Cement business is located in the Valley.

The petitioner has acknowledged his rock crushing, and cement making
products will be not be restricted exclusively for use in Ogden Valley.
Consider what will happen to the truck traffic in the canyon when the petitioner exports his products outside the Ogden Valley.
What about the materials that go into his production? Many ingredients
for the plant production have to trucked into the valley. It follows
then that locating the business in the Valley will not decrease truck
traffic on Ogden Canyon Road, it will in fact increase the traffic!
If the plant is located in the Valley, where will all the gravel and
cement trucks be parked during their off hours? Does the petitioner
expect to have all those gravel and cement trucks sitting on his plant
property in Ogden Valley overnight or does he propose that they will
drive up the Canyon empty each morning, and down the Canyon empty each
evening?
